About regulatory reports

Dock provides issuer customers with a variety of regulatory files so that they do the relevant reports required by regulatory agencies in the payment industry.


Central Bank of Brazil Reports

Credit Information System – SCR

The Credit Information System (SCR) is maintained by the Central Bank of Brazil (BC), which owns a credit operation database, also known as Risk Central, that is fed by all financial institutions and credit card or postpaid card networks.

The BC collects data for this database through the following files, which are enabled by Dock for all issuer customers with products for branded credit cards:

Document 3040: It includes credit risk data, on a monthly basis;
Document 3050: It includes aggregated credit and leasing statistics, on a weekly basis.

Note

The BC requires the documents 3040 and 3050 from issuers with credit card products. The BC doesn’t require debit and prepaid cards from issuers, and these are not included in the files enabled by Dock.

SCR enables banks to oversee preventive measures being adopted and offers higher efficiency in analyzing risks that are inherent to the activity. By using it, the BC is able to verify atypical and high-risk credit operations, while maintaining bank secrecy at all times.

SCR is a mechanism used by bank supervision for following up with financial institutions on preventing crises.

Payment arrangements

A payment arrangement is a set of rules and procedures governing how a certain payment service is publicly provided. Such rules make financial transactions using electronic money easier. Unlike purchasing in cash between two people that know each other, the arrangement connects all people adopting it.

For instance: When a customer uses a credit card—that is issued by any issuer and features a credit card brand—during a purchase that is only possible because the salesperson accepts that brand.
The arrangements can be related, for instance, to procedures used for making purchases by using credit, debit and prepaid cards in national and foreign currency.

Some types of payment arrangements are subject to the BC regulation, such as private label cards—that are issued by major retailers and can be used at these retailers or at partner chains.

The data required by the BC from issuers taking part in the payment arrangement is collected by using the following file and enabled by Dock for all customers issuing branded credit, debit and prepaid cards:

Document 6308: It includes sending information related to payment cards from issuers, on a quarterly basis.
The BC requires document 6308 from all issuers with products for credit, debit and prepaid cards. Meal allowance cards are also included in this category.

The arrangement connects people that otherwise wouldn’t be able to make financial transactions among them. Under the BC’s supervision, it provides convenience, reliability and public access to a variety of payment solutions.

Currency Exchange System

In October 2011, the Currency Exchange System implemented a messaging system for financial institutions that are authorized to operate and intermediate exchange operations and Central Bank of Brazil.

The data required by the BC from issuers taking part in the Currency Exchange System is collected by using the following file and enabled by Dock for all customers issuing cards in Brazil, but enabled to be used internationally:

Document 5816: It includes information about how the international card issued in Brazil is used, on a monthly basis.

The BC requires the document 5816 from all issuers working with international cards.

Each authorized institution is responsible for deploying a mechanism for generating messages to be sent to the Central Bank and for reading messages received.

The data required by the BC from issuers taking part in the CSS is collected by using the following file and enabled by Dock for all customers issuing international and national prepaid cards:

The BC requires the CSS file from all issuers working with prepaid cards.

This information is used by the BC for enabling queries for citizens and authorities.

Citizens can check their debts, exchange operations and where they have accounts and other relationships by querying Banco Central Registration System, free of charge.

Through electronic means on CCS, authorities can require financial institutions to provide details on branch, number and categories related to the customer’s accounts.

They can require the following registered details:

• Judicial Branch;
• Parliamentary Commissions of Inquiry (“Comissões Parlamentares de Inquérito” – CPIs);
• Council for Financial Activities Control (“Conselho de Controle de Atividades Financeiras” – Coaf); and
• Other authorities when appropriately enabled and proven legitimate via agreement for requiring information.

CCS was established by the Act 10.701/2003, determining that the Central Bank is to maintain a “database for registering information related to accountholders and customers at financial institutions, other institutions authorized to operate and credit card networks, as well as their legal and conventional representatives”.

“Accountholders and customers are considered legal or natural persons residing, living or based on the account’s host country or abroad, who hold deposit accounts or financial assets as property, rights and amounts maintained or managed at the institutions dealing with the regulation”.

Rules related to bank secrecy and privacy rights are observed throughout the CSS operation.


IRS reports

Decred

Decred is a file for stating credit card operations, which consists of informing the IRS on a half-yearly basis of all payments where the global amount moved each semester is over R$5,000.00 for natural persons and R$10,000.000 for legal persons.

Federal Data Processing Service (“Serviço Federal de Processamento de Dados” – SERPRO) reports

Supporting file for ISS collection

The ISS is a Tax on Services that is governed by Supplementary Act 116 and went through some changes after Supplementary Act 57/2016. The Dock platform enables it according to the following list:

• ISS SALES COMMISSION PL – on a monthly basis;

• ISS BRAND COMMISSION – on a daily basis;

• ISS WITHOUT SERVICES – on a monthly basis;

Council for Financial Activities Control (“Conselho de Controle de Atividades Financeiras” – COAF) reports

Money Laundering Prevention (PLD)

Reports containing information for formatting a PLD report (criminal activity related to disguising unlawful sources of assets and capital, along with its incorporation in the industry) from the prepaid card issuer whose report occurs for movements over R$ 50,000.00.
